It is true that after accepting Jesus, we immediately receive the Holy Spirit. Acts 2:38 “Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost. However, this verse is an exception, for good reason.
The people who the disciples came to pray for so that they may receive the Holy Spirit despite already believing in Jesus, are Samaritans. In the past Samaritans and Jews were separated and were hostile towards each other. The presence of John and Peter as Jews, and their role to pray and witness the receiving of the Holy Spirit, represents the unity of both Samaritans and Jews. After all, if the Samaritans begun a new church away from the Jews, it would be unacceptable to the Jews and this may bring about war from the name of Jesus and this is not how it should be. Instead, like how it actually is, the Lord Jesus brings unity to the two through their similar faiths.
In other words, it is through Jesus with which we can unite with others as well.
